Sailing Instructor for the Quartermaster Yacht Club

I work for the Quartermaster Yacht Club on Vashon Island Washington. I have worked there for the many years. I get paycheck's from the Vashon Park District every other week while working there. When it comes tax time I get a 1099-MISC that lists my income from the job as non employment compensation. I work each week class is in session. When it comes tax time I then owe money for the "Self Employment Fee" but I am not self employed. I have a boss and believe he is a volunteer for the yacht club. The parks district collects the money from the students and must give some of the money back to the yacht club and as I said I receive a paycheck from the parks. How can I fix this situation?
